UEE full form stands for Universal Primary Education (UEE) is a constitutional provision and a national obligation in India. Globalization means that all children are in school until the age of 14, which corresponds to the completion of upper primary education. Over the years, government efforts to achieve the YEU goal have focused more on primary education than on upper primary education. With the expansion of enrollment at the primary level, the pressure to expand the upper secondary level has increased. This study has attempted to analyze the implications of the provision of higher primary education facilities to ensure that this level of education is accessible to all eligible children. This involves creating conditions of easy geographical access to enrol all eligible children in higher primary education, providing reasonable levels of physical and infrastructural facilities in higher primary education and teaching materials in the classrooms to facilitate meaningful curricular transactions.
